Currently the airport at Poprad does not operate regular fligths. Using the Czech Airlines (CSA) regular links from Prague to Kosice you can ask for a bus transport to Poprad (flights OK792, OK794).
And by train or bus.
For trains from Vienna visit intercity. The railway station in Poprad is named "Poprad-Tatry".
